Ziquan Ou, Arcadia Man Arrested

NORCO (CNS) – A 31-year-old Arcadia man was arrested in Norco on suspicion of extorting approximately $20,000, the Riverside County Sheriff’s Department announced Sunday.

Deputies responded to the 2300 block of Kips Korner around 11:30 a.m. Thursday regarding a fraud investigation. The alleged victim reported that a man was posing as an Internal Revenue Service officer and had extorted approximately $20,000 by fraudulently advising that the victim’s financial accounts had been compromised.

The suspect was later identified as Ziquan Ou. Ou later allegedly contacted the victim again requesting additional funds, sheriff’s officials said. The victim agreed to pay Ou the money, and Ou allegedly agreed to pick it up from the victim’s residence, they added.

Deputies were present when Ou arrived at the residence and took him into custody without incident.

A search warrant was subsequently served on Ou’s vehicle and deputies allegedly found and seized a firearm, narcotics and multiple identification cards.

Ou was booked into the Robert Presley Detention Center on suspicion of numerous fraud-related charges and possession of narcotics, the department said.
