The CITY OF PERRIS invites online bids on the Active Bidder website, until 2:00 p.m. on September 16, 2024, for the City of Perris’ FY 23/24 CDBG GEAR Bike Path Phase III Expansion Project, in the City of Perris, consisting of furnishing all labor, technical and professional services, supervision, materials and equipment, and performing all operations necessary and required in conformity with the requirements in the specifications and plans.
This project is a federally assisted project and DavisBacon (DBRA) requirements will be strictly enforced. Federal Labor Standards provisions HUD-4010 will be incorporated into the successful bidder’s contract. The project consists of the development, construction, and installation of 4.8 miles of Class III (Bike Route), Bike Lane Striping & Signage, 1 Bike Rack, 1 Bike Repair Station and 1 Hand Sanitizer Station. Class III is a bikeway on which a separate lane or path is either not feasible or not desirable. The rightmost lane of a bicycle route is shared by bicyclists and cars. The lane will be marked with signs, green sharrow stencils painted in the traffic lane, route signage, directional, distance signage for cyclists.
No hard copy of the bid package will be accepted. The Bid Closing Date and time shall be simultaneous with the Bid Opening. Answers will be posted on Active Bidder on or before September 10, 2024.
Bids must be accompanied by a Bid Bond in favor of the City in an amount not less than ten percent (10%) of the submitted total contract amount. The successful bidder will be required to furnish, prior to the award of the Contract.
All Bidders will be required to hold their original bid prices, without change, for a period of fortyfive (45) days from the date bids are opened, except to the extent relief is available pursuant to Public Contract Code, Section 5100 et. Seq.
If the Contract cannot be awarded within this fortyfive (45) day period for any reason, the time to award may be extended by mutual agreement between the City and each bidder. Bidders electing not to extend their original bids more than fortyfive (45) days following a request for extension by the City shall be treated as withdrawing their bid and will not be considered in the final award. The bidder may withdraw his/her bid without further liability on the part of either party.
Pursuant to Section 7028.15 of the Business and Professions Code and Section 3300 of the Public Contract Code, all bidders must possess proper licenses for performance of this Contract. Contractors shall possess the appropriate California Contractor’s licenses in order to perform the Work.
The successful bidder shall begin and complete all work within 40 working days of the Notice to Proceed. The award, if made, may be made to the lowest responsible bidder whose Bid is determined responsive to the Bid Documents. Award of Contract is expected on Tuesday October 8, 2024. There is a PreBid Meeting scheduled for Wednesday September 4, 2024 at 10:00am at 101 N. D Street, Perris, CA 92570. There will be a mandatory preconstruction meeting to be scheduled following the Notice of Award.
Bidders are advised that this Contract is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. Owner has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work. These rates will be on file at the Owner’s office and they will be made available to any interested party upon request. Each Contractor to whom a Contract is awarded must pay the prevailing rates, post copies thereof at the job site and otherwise comply with applicable provisions of state law.
The federal minimum wage rate requirements, as predetermined by the Secretary of Labor, are set forth in the books issued for bidding purposes, referred to herein as the Contract Documents (special Federal Provisions), and in copies of this book which may be examined at the office described above where the project plans, special provisions, and proposal forms may be seen. This project is being financed with Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (24 CFR Part 570) and subject to certain requirements including: compliance with Section 3 (24 CFR Part 135) Economic Opportunities requirements; payment of Federal DavisBacon prevailing wages; Federal Labor Standards provisions (HUD 4010); Executive Order #11246; and others.
