On Dec. 20, 1803, the Louisiana Purchase was completed as ownership of the territory was formally transferred from France to the United States. The purchase, negotiated  with the First Counsel of the Republic of France, Napoleon Bonaparte, was for 15 million dollars. Stretching to Canada the land was predominantly controlled by Native American tribes from the Mississippi River, west to the Rocky Mountains.
