NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (866) 266-7512 or visit this internet website www.elitepostandpub.com, using the 25-73200. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (866) 266-7512, or visit this internet website www.elitepostandpub.com, using the 25-73200 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “eligible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. NOTICE INVITING SEALED PROPOSALS (BIDS)
PUBLIC NOTICE

SECTION 1 – NOTICE OF BIDS

The CITY OF PERRIS invites bids via PlanetBids, until 2:00 P.M. (PST), on July 10, 2025, for the structural and flooring repairs at 400 South D St, Perris CA, 92570. The project involves structural and flooring repairs to a historic building in accordance with detailed specification sheets provided by VCA Structural and the City of Perris. Key tasks include structural repairs based on designated plans, replacement of firstfloor marble flooring with Cityapproved ceramic tile, and grouting and sealing as required. A soils report must be obtained once existing sheathing is removed, with a geotechnical engineer confirming soil conditions before foundation inspections can proceed. Given the building’s historic designation, the contractor must take special precautions to preserve original architectural features, including teller booths and marble wall sheeting, while replicating existing baseboards and finishes during flooring replacement. As part of the work, the Contractor shall furnish all labor, technical and professional services, supervision, materials and equipment, and perform all operations necessary and required in conformity with the requirements in the specifications and plans.

In order to be considered in the selection process, interested parties shall submit their Proposals via PlanetBids to the time mentioned above. Late proposals will not be accepted.

The plans and specifications are available via PlanetBids. All Bidders will be required to hold their original bid prices, without change, for a period of forty‐five (45) days from the date bids are opened, except to the extent relief is available pursuant to Public Contract Code, Section 5100 et. seq.

The successful Bidder shall begin and complete all work within 60 working days of the Notice to Proceed. The award, if made, to the lowest responsive bidder is expected on July 29, 2025.

The last day to submit technical inquiries shall be Monday, July 7, 2025, by 2:00 P.M. (PST). All inquiries shall be submitted online via PlanetBids.

The City reserves the right to reject any and all bids and waive informalities, irregularities in the bidding. All contractors will be required to comply with all applicable Equal Opportunity laws and regulations. The City hereby notifies all bidders that it will affirmatively ensure that, in regard to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Moreover, the City will not discriminate against any person or firm interested in providing goods or services to the City on the basis of race, color, religion, sex, marital status, national origin, age, veteran’s status or handicap. Bidders are advised that it has been determined that DBE’s could reasonably be expected to compete for opportunities on this project, and that there is likely a certain percentage of availability on this project. The City also advises that participation of DBE’s in the specific percentage is not a condition of award.
