Notice is hereby given that the City of Corona (“City”) has determined that all bidders on the City of Corona Fire Station No. 2 – Phase 1 Project must be prequalified prior to submitting a bid on that project. It is mandatory that all Contractors (Class “B” General Building Contractors only) who intend to submit a bid, fully complete the prequalification questionnaire, provide all materials requested herein, and be approved by the City to be on the final qualified bidders list. No bid will be accepted from a Contractor that has failed to comply with these requirements. If two or more business entities submit a bid as part of a Joint Venture or expect to submit a bid as part of a Joint Venture, each entity within the Joint Venture must be separately qualified to bid. The last date and time to submit a fully completed questionnaire is February 5, 2026, by 3:00 PM PST. Contractors are encouraged to submit prequalification applications as soon as possible, so they may be notified of their prequalification status well in advance of the bid advertisement for this project.

State law requires that the names of contractors applying for prequalification status shall be public records subject to disclosure, and the first page of the questionnaire will be used for that purpose.

Each questionnaire must be signed under penalty of perjury in the manner designated at the end of the form, by an individual who has the legal authority to bind the Contractor on whose behalf that person is signing. If any information provided by a Contractor becomes inaccurate, the Contractor must immediately notify the City and provide updated accurate information in writing, under penalty of perjury.

The City reserves the right to waive minor irregularities and omissions in the information contained in the prequalification application submitted, to make all final determinations, and to determine at any time that the prequalification procedures will not be applied to a specific future public works project.

In addition to the requirements listed herein, the successful bidder must be willing and able to comply with the contracting requirements of the City.

The City may refuse to grant prequalification where the requested information and materials are not provided, or not provided by February 5, 2026 at 3:00 p.m. PST. There is no appeal from a refusal for an incomplete or late application. The closing time for applications will not be changed in order to accommodate supplementation of incomplete submissions, or late submissions.

The Approved Prequalified Contractor’s List will be posted on PlanetBids along with the bid and contract documents for construction of the Project and will be accessible using the PlanetBids Vendor Portal at https://vendors.planetbids.com/portal/39497/portalhome Contractors who are not selected as Prequalified Contractors will be notified electronically and provided an opportunity to appeal.

Where a timely and completed application results in a rating below that necessary to prequalify, an appeal can be made. If the Contractor gives the required notice of appeal and requests a hearing, the hearing shall be conducted so that it is concluded no later than ten (10) business days after City’s receipt of the notice of the Contractor’s appeal. The hearing shall be an informal process conducted by the City’s Public Works Director or his or her designee, who is delegated responsibility to consider such appeals and will be based upon the information submitted by the Contractor in its appeal. Within five (5) business days after the conclusion of the review, the Public Works Director or his or her designee shall render its decision, which will be final and binding. The City will notify the Contractor in writing of its decision at the conclusion of the review.

Note: A contractor may be found not prequalified for bidding on a specific public works contract to be let by the City, or on all contracts to be let by the City until the contractor meets the City’s requirements. In addition, a contractor may be found not prequalified for either:
(1) Omission of requested information; or
(2) Falsification of information.

Project Description

The City of Corona is adding two prefabricated metal buildings and various other site improvements at Fire Station No. 2 at its current location at 225 E. Harrison Street. The project will include the construction of a separate 7,800 squarefoot apparatus/storage facility, 900 squarefoot gym. The site is approximately 1.62 acres and is relatively flat. The site development includes site preparation and demolition of an existing metal structure, underground utilities, landscape, hardscape, onsite and ongrade driveways, surface parking lot, emergency generator, security fencing, and gates. The project is currently in the construction document phase. The architect for the project is PBK Architects, Inc. Construction is anticipated to be 11 months commencing in July 2026 with completion of the entire scope of work by June 2027.

The City of Corona is anticipating utilizing and purchasing Butler brand prefabricated buildings directly from the manufacturer. The selected Contractor or their subcontractor must be certified to work on Butler brand metal buildings.
