NOTICE TO POTENTIAL BIDDERS: If you are considering bidding on this property lien, you should understand that there are risks involved in bidding at a trustee auction. You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder's office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. If the Trustee is unable to convey title for any reason, the successful bidder’s sole and exclusive remedy shall be the return of monies paid to the Trustee, and the successful bidder shall have no further recourse.
NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the Association, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (844) 477-7869, or visit this Internet Web site WWW.STOXPOSTING.COM for information, using the file number assigned to this case: 25-10487. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.
NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an 'eligible tenant buyer,' you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an 'eligible bidder,' you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (844) 477-7869, or visit this Internet Web site WWW.STOXPOSTING.COM for information, using the file number assigned to this case: 25-10487 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an 'eligible tenant buyer' or 'eligible bidder,' you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase.

THE PETITION FOR PROBATE requests that Craig A. Popp be appointed as personal representative to administer the estate of the decedent.
THE PETITION requests authority to administer the estate under the Independent Administration of Estates Act. (This authority will allow the personal representative to take many actions without obtaining court approval. Before taking certain very important actions, however, the personal representative will be required to give notice to interested persons unless they have waived notice or consented to the proposed action.) The independent administration authority will be granted unless an interested person files an objection to the petition and shows good cause why the court should not grant the authority.

IF YOU OBJECT to the granting of the petition, you should appear at the hearing and state your objections or file written objections with the court before the hearing. Your appearance may be in person or by your attorney.

Other California statutes and legal authority may affect your rights as a creditor. You may want to consult with an attorney knowledgeable in California law.
YOU MAY EXAMINE the file kept by the court. If you are a person interested in the estate, you may file with the court a Request for Special Notice (form DE-154) of the filing of an inventory and appraisal of estate assets or of any petition or account as provided in Probate Code section 1250. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call (855) 313-3319 or visit this Internet website www.clearreconcorp.com, using the file number assigned to this case 152710-CA. The best way to verify postponement information is to attend the scheduled sale. NOTICE TO TENANT: Effective January 1, 2021, you may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. Notice of Public Hearing
Stephens’ Kangaroo Rat 2026 Mitigation Fee Update
30-Day Public Review Period
NOTICE IS HEREBY GIVEN that a public hearing will be held before the City Council of the City of Corona on Wednesday, December 2, 2026 at the Council Chambers, 400 S. Vicentia Avenue, Corona, CA, 92882, at 6:00 p.m. to consider the adoption of a resolution pertaining to the Stephens’ Kangaroo Rat (SKR) Habitat Conservation Mitigation Fee Update.
Overview of Fee And Proposed Action
The City of Corona is considering adoption of a Resolution updating the Stephen’s Kangaroo Rat (SKR) Habitat Conservation Plan Mitigation Fee. This update is based on the Riverside County Habitat Conservation Agency (RCHCA) 2026 SKR Habitat Conservation Mitigation Fee Nexus Study, which was adopted by the RCHCA Board of Directors on July 9, 2026.
The SKR Habitat Conservation Mitigation Fee provides funding necessary to implement the SKR Habitat Conservation Plan and to maintain incidental take authorizations that allow streamlined development approvals within the SKR Plan Area. Fee revenues support reserve management, biological monitoring, administration, and other Habitat Conservation Plan implementation requirements.
The Nexus Study documents the purpose of the fee, the use of fee revenues, the reasonable relationship (“nexus”) between new development and the need for the fee, the proportionality of the fee amount to the impacts of new development, and the methodology used to calculate the proposed updated fee level.
The SKR Plan Area includes 11 member jurisdictions, including the City of Corona. As the City of Corona is a member agency of the SKR Plan Area, the City of Corona is required to adopt and implement the SKR Fee Update before the updated mitigation fee may be collected.
Pursuant to California Government Code sections 66016 and 66016.5, the full Nexus Study and supporting documentation are available for public review on the City of Corona’s website at least 30 days prior to the public hearing:
On December 2, 2026, if the Corona City Council adopts the proposed Resolution, this action would update the SKR Mitigation Fee schedule as summarized below:
• Individual singlefamily home construction (single parcel) = $250 flat fee
• Agricultural: $500 per gross acre
• All Other Development: $900 per gross acre
Environmental Determination
The City, as the lead agency, has determined that the adoption of the proposed Resolution is exempted from environmental review pursuant to Section 15061(b)(3) of the California Environmental Quality Act (CEQA), which states that a project is exempt from CEQA if the activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. The Resolution simply updates the Stephens’ Kangaroo Rat (SKR HCP) Habitat Conservation Plan Mitigation Fee to ensure new development in the SKR Plan Area provides sufficient average annual funding to cover the annual HCP implementation costs.
Additional Information/Submittal of Comments
For more information regarding the SKR Habitat Conservation Mitigation Fee update, or to submit comments, you may contact the City's Planning & Development Department and speak to Sandra Vanian, Planning Manager, at (951) 736-2262 or Sandra.Vanian@CoronaCa.gov.

This is a public notice that the City of Corona's Planning and Housing Commission will conduct a public hearing in the Council Chambers of City Hall at 400 S. Vicentia Avenue, on Monday, November 9, 2026, at 6:00 p.m. or thereafter upon the following:
DA2026-0003: First Amendment to the Skyline Heights Development Agreement (DA2018-0001) to extend the term of the agreement from 10 to 15 years and to update the agreement to reflect revised project approvals. (Applicant: Brian Hardy, Richland Ventures, Inc., 1920 Main Street, Suite 500, Irvine, CA 92614)
California Environmental Quality Act (CEQA) – The City, as the lead agency, has determined that the proposed amendment to the Skyline Heights Development Agreement does not require additional environmental review under CEQA. The environmental impacts associated with the Skyline Heights Project were previously evaluated in the Skyline Heights Environmental Impact Report (EIR), which was certified by the City on February 1, 2017, and the Addendum to the Skyline Heights EIR, which was adopted by the City on July 1, 2026. The Addendum evaluated the revised Project and determined that it would not result in any new or substantially more severe environmental impacts than those previously identified in the certified EIR. The proposed amendment would extend the term of the Agreement but would not modify the development approved and analyzed in the EIR and Addendum. Therefore, the amendment does not result in any new environmental impacts or changed circumstances requiring additional CEQA analysis.

This is a public notice that the City of Corona's Planning and Housing Commission will conduct a public hearing in the City Council Chambers at 400 S. Vicentia Ave., on Monday, November 23, 2026, at 6:00 p.m. or thereafter upon the following:
ZTA2026-0005 and SPA2026-0002: Amendment to Title 17 (Zoning) of the Corona Municipal Code and various Specific Plans to regulate outpatient medicationassisted drug treatment facilities.
California Environmental Quality Act (CEQA) – Pursuant to Section 15061(b)(3) of the State Guidelines for Implementing the California Environmental Quality Act (CEQA) and Section 3.06 of the City’s Local CEQA Guidelines, a Notice of Exemption has been prepared for the proposed project. Section 15061(b)(3), commonly referred to as the common sense exemption, provides that an activity is exempt from CEQA where it can be seen with certainty that there is no possibility the activity may have a significant effect on the environment. The proposed project consists of text amendments to Title 17 (Zoning) of the Corona Municipal Code and various Specific Plans to modify land use regulations applicable to outpatient medicationassisted drug treatment facilities. The amendments would establish restrictions on where new facilities may be located and would not authorize any physical development, construction, or alterations to existing properties. Therefore, the proposed amendments would not result in any direct physical changes to the environment and are not anticipated to result in significant environmental impacts. Therefore, the project qualifies for an exemption pursuant to CEQA Guidelines Section 15061(b)(3).
