The City Council desires to establish a rent stabilization ordinance to prevent excessive, unreasonable, and frequent rent increases, while at the same time recognizing the need of park owners to receive a just and reasonable return on their investment.

The City of Corona, Public Works Department (“City”) will receive sealed bids for the Traffic Signal Installation at Auto Center Drive and Metrolink Station, Project No. ST-2017-02, NIB No. 26-016SB through the City’s PlanetBids electronic bidding system no later than January 8, 2026, 10 AM. Bids submitted after this time will not be accepted by the electronic bidding system. At said time it will be bidder’s responsibility to log into the PlanetBids system for the City of Corona to view the apparent low bidder for the project. Prospective Bidders must visit the City’s Bids and Requests for Proposals Vendor Portal at https://www.planetbids.com/portal/portal.cfm?CompanyID=39497 and register as a new vendor in PlanetBids in order to download Contract Documents, including Instructions to Bidders, plans and specifications, and to receive addenda and notifications when issued. The Work is subject to the payment of not less than prevailing wages pursuant to Chapter 1 (beginning at Section 1720 et seq.) of Part 7 of Division 2 of the California Labor Code, as well as Title 8, Section 16000 et seq. of the California Code of Regulations (“Prevailing Wage Laws”). The Director of the Department of Industrial Relations (“DIR”) has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at Owners office or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the Project site.
Pursuant to SB 854, which amended the Prevailing Wage Laws, this Contract is subject to compliance monitoring and enforcement by the DIR. Beginning March 1, 2015, with very limited exceptions no contractor or subcontractor may be listed on a bid proposal for this Contract unless registered with the DIR pursuant to Labor Code section 1725.5. Beginning April 1, 2015, no contractor or subcontractor may be awarded this Contract unless registered with the DIR pursuant to Labor Code section 1725.5. The DIR registration number for each contractor and subcontractor must be identified on the bid proposal – failure to identify this number could result in the bid being rejected as nonresponsive. It is each bidder’s responsibility to ensure that they have fully complied with SB 854. The City will report all necessary contracts to the DIR as required by the Prevailing Wage Laws.
The successful bidder and their subcontractor(s) shall comply with all applicable Prevailing Wage Laws, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor, the payment of overtime, and the debarment of contractors and subcontractors. The successful bidder and all subcontractor(s) under him shall also be responsible for any and all violations and fines imposed on them pursuant to the Prevailing Wage Laws.
Before the Contract is awarded, the successful bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor’s license(s) for the work bid upon. The successful bidder must maintain the license(s) throughout the duration of the Contract: a valid Class A General Engineering license(s) or a C10 Electrical sufficient to cover all of the work to be performed.
The successful bidder must fully comply with all applicable laws, rules and regulations in furnishing or using equipment and/or providing services, including, but not limited to, emissions limits and permitting requirements imposed by the South Coast Air Quality Management District (SCAQMD) and/or California Air Resources Board (CARB). Notice is hereby given that the City of Corona (“City”) has determined that all bidders on the City of Corona City Park Rehabilitation Project must be pre-qualified prior to submitting a bid on that project. It is mandatory that all Contractors (Class “B” General Contractors only) who intend to submit a bid, fully complete the pre-qualification questionnaire, provide all materials requested herein, and be approved by the City to be on the final qualified bidders list. No bid will be accepted from a Contractor that has failed to comply with these requirements. While it is the intent of the prequalification questionnaire and documents required therewith to assist the City in determining bidder responsibility prior to bid and to aid the City in selecting the lowest responsible bidder, neither the fact of prequalification, nor any pre-qualification rating, will preclude the City from a postbid consideration and determination of whether a bidder has the quality, fitness, capacity and experience to satisfactorily perform the proposed work, and has demonstrated the requisite trustworthiness.
Parties interested in obtaining a copy of the Prequalification Package may do so by registering with PlanetBids as a City of Corona vendor by visiting the City’s PlanetBids vendor portal at https://vendors.planetbids.com/portal/39497/portalhome. Registered vendors can download a copy of the Prequalification Package and supporting documents at no cost and receive addenda and other notifications when issued. Completed Prequalification Packages must be received by the City no later than 3:00 p.m. PST on January 12, 2026, through the PlanetBids vendor portal. It is the Contractor’s responsibility to allow sufficient time to complete and upload its Prequalification Package, including all documentation required by this RFQ, prior to the stated deadline. Electronic submission cannot be completed unless the Contractor properly uploads the Prequalification Package and all required documents.
The prequalification applications (questionnaire answers and financial statements) submitted by Contractors are not public records and are not open to public inspection. All information provided will be kept confidential to the extent permitted by law. However, the contents may be disclosed to third parties for the purpose of verification, or investigation of substantial allegations, or in the appeal hearing. State law requires that the names of contractors applying for pre-qualification status shall be public records subject to disclosure, and the first page of the questionnaire will be used for that purpose.
Each questionnaire must be signed under penalty of perjury in the manner designated at the end of the form, by an individual who has the legal authority to bind the Contractor on whose behalf that person is signing. If any information provided by a Contractor becomes inaccurate, the Contractor must immediately notify the City and provide updated accurate information in writing, under penalty of perjury.
The City reserves the right to waive minor irregularities and omissions in the information contained in the pre-qualification application submitted, to make all final determinations, and to determine at any time that the prequalification procedures will not be applied to a specific future public works project.
In addition to the requirements listed herein, the successful bidder must be willing and able to comply with the contracting requirements of the City.
The City may refuse to grant pre-qualification where the requested information and materials are not provided, or not provided by January 12, 2026, at 3:00 p.m. PST. There is no appeal from a refusal for an incomplete or late application. The closing time for applications will not be changed in order to accommodate supplementation of incomplete submissions, or late submissions.
The Approved Prequalified Contractor’s List will be posted on PlanetBids along with the bid and contract documents for construction of the Project and will be accessible using the PlanetBids vendor portal at https://vendors.planetbids.com/portal/39497/portalhome Contractors who are not selected as Prequalified Contractors will be notified electronically and provided an opportunity to appeal.
Where a timely and completed application results in a rating below that necessary to prequalify, an appeal can be made. An appeal is begun by the Contractor delivering written notice to the City of its appeal of the decision with respect to its pre-qualification rating, no later than ten (10) calendar days after prequalification status for the Project is issued by the City. Without a timely appeal, the Contractor waives any and all rights to challenge the decision of the City, whether by administrative process, judicial process or any other legal process or proceeding.
If the Contractor gives the required notice of appeal and requests a hearing, the hearing shall be conducted so that it is concluded no later than ten (10) business days after City’s receipt of the notice of the Contractor’s appeal. The hearing shall be an informal process conducted by the City’s Public Works Director or his or her designee, who is delegated responsibility to consider such appeals and will be based upon the information submitted by the Contractor in its appeal. Within five (5) business days after the conclusion of the review, the Public Works Director or his or her designee shall render its decision, which will be final and binding. The City will notify the Contractor in writing of its decision at the conclusion of the review.
Note: A contractor may be found not prequalified for bidding on a specific public works contract to be let by the City, or on all contracts to be let by the City until the contractor meets the City’s requirements. In addition, a contractor may be found not pre-qualified for either:
(1) Omission of requested information; or
(2) Falsification of information.
This is not a solicitation for a bid. No guarantees are made or implied that any project will be constructed in whole or in part or that a contractor submitting a Prequalification Package will be prequalified or will be awarded a contract. The use of this Prequalified Contractor’s List is solely at the discretion of the City. Contractors accept all risk and cost associated with the completion of the Prequalification Package without financial guarantee.

Project Estimate: It is anticipated that the improvements will be funded via a combination of a federal grants, general funds and municipal bonds. The current construction budget is $75,000,000 – $90,000,000.
Grant Funding:
This project may receive funding through the Outdoor Recreation Legacy Partnership (ORLP) program, a federal grant that is currently on hold. If the City secures the grant, the Contractor will be responsible for meeting all federal grant requirements.

The City Park Rebuild project aims to revitalize Corona’s oldest park, City Park. Spanning 20.54 acres, City Park is centrally located at 930 E. Sixth Street within Corona’s historic district. This extensive redevelopment will feature the following key elements:

NOTICE INVITING BIDS
The City of Corona, Information Technology Department (“City”) will receive sealed bids for the Library Camera System Upgrade with Network Cabling NIB 25-063AT through the City’s PlanetBids electronic bidding system no later than December 30, 2025, at 5:00 PM. Bids submitted after this time will not be accepted by the electronic bidding system. At said time it will be bidder’s responsibility to log into the PlanetBids system for the City of Corona to view the apparent low bidder for the project. Bids shall be valid for 90 calendar days after the bid opening date. Bids must be submitted on the City’s Bid Forms.
Prospective Bidders must visit the City’s Bids and Requests for Proposals Vendor Portal at https://www.planetbids.com/portal/portal.cfm?CompanyID=39497 and register as a new vendor in PlanetBids in order to download Contract Documents, including the Instructions to Bidders, plans and specifications, and to receive addenda and notifications when issued. Before the Contract is awarded, the successful bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification(s) of contractor’s license(s), for the work bid upon, and must maintain the license(s) throughout the duration of the Contract: C-7 Low Voltage Systems, and Commscope Systimax Solution certifications.
It shall be Bidder’s responsibility to allow sufficient time to complete and submit its bid including all required documentation referred to in the Contract Documents prior to the stated deadline. Electronic bid submission cannot be completed unless bidder properly uploads all required documents. Each bid shall be accompanied by the security referred to in the Contract Documents, the noncollusion declaration, the list of proposed subcontractors, and all additional documentation required by the Instructions to Bidders.

The successful bidder will be required to furnish the City with a Performance Bond equal to 100% of the successful bid, and a Payment (Labor and Materials) Bond equal to 100% of the successful bid, prior to execution of the Contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120, and is admitted by the State of California.
Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by City to ensure his performance under the Contract.
The Work is subject to the payment of not less than prevailing wages pursuant to Chapter 1 (beginning at Section 1720 et seq.) of Part 7 of Division 2 of the California Labor Code, as well as Title 8, Section 16000 et seq. of the California Code of Regulations (“Prevailing Wage Laws”). The Director of the Department of Industrial Relations (“DIR”) has determined the general prevailing rate of per diem wages in the locality in which this work is to be performed for each craft or type of worker needed to execute the Contract which will be awarded to the successful bidder, copies of which are on file and will be made available to any interested party upon request at Owners office or online at http://www.dir.ca.gov/dlsr. A copy of these rates shall be posted by the successful bidder at the job site.
Pursuant to SB 854, which amended the Prevailing Wage Laws, this Contract is subject to compliance monitoring and enforcement by the DIR. Beginning March 1, 2015, with very limited exceptions no contractor or subcontractor may be listed on a bid proposal for this Contract unless registered with the DIR pursuant to Labor Code section 1725.5. Beginning April 1, 2015, no contractor or subcontractor may be awarded this Contract unless registered with the DIR pursuant to Labor Code section 1725.5. The DIR registration number for each contractor and subcontractor must be identified on the bid proposal – failure to identify this number could result in the bid being rejected as nonresponsive. It is each bidder’s responsibility to ensure that they have fully complied with SB 854. The City will report all necessary contracts to the DIR as required by the Prevailing Wage Laws.
The successful bidder and all subcontractor(s) under him, shall comply with all applicable Prevailing Wage Laws, which include, but are not limited to the payment of not less than the required prevailing rates to all workers employed by them in the execution of the Contract, the employment of apprentices, the hours of labor, the payment of overtime, and the debarment of contractors and subcontractors. The successful bidder and all subcontractor(s) under him shall also be responsible for any and all violations and fines imposed on them pursuant to the Prevailing Wage Laws.
The successful bidder must fully comply with all applicable laws, rules and regulations in furnishing or using equipment and/or providing services, including, but not limited to, emissions limits and permitting requirements imposed by the South Coast Air Quality Management District (SCAQMD) and/or California Air Resources Board (CARB). Although the SCAQMD and CARB limits and requirements are more broad, the successful bidder shall specifically be aware of their application to “portable equipment”, which definition is considered by SCAQMD and CARB to include any item of equipment with a fuelpowered engine. CARB implemented amendments to the InUse OffRoad DieselFueled Fleets Regulations (“Regulation”) which are effective on January 1, 2024 and apply broadly to all selfpropelled off road diesel vehicles 25 horsepower or greater and other forms of equipment used in California. Award of Contract: The City shall award the Contract for the Project to the lowest responsive, responsible bidder as determined from the lowest total for the summation of the base bid and all alternate bid schedules combined. However, the City may choose to award the Contract on the basis of the base bid alone or the base bid and any selected alternate bid items or the base bid and any combination of selected alternate bid items.
