SECTION 1 – NOTICE OF Bids
The CITY OF PERRIS invites online bids on the City website, until 1:00 PM on May 8, 2023 for the Paragon Skate Park Improvements CIP#P-048. The City of Perris is requesting proposals from qualified Contractors to submit Formal Bid Proposals. This project is a federally assisted project and Davis -Bacon (DBRA) requirements will be strictly enforced. Federal Labor Standards provisions HUD-4010 will be incorporated into the successful bidders contact.
The Project consists of the removal of an existing modular skate park and replacement with a new custom built skate park at an existing park within the City of Perris. The existing Paragon Skate Park is a modular on grade system set on previous tennis courts. This will require the demolition and removal of all existing items and hardscape including, concrete, rebar and or reinforcement, lights, and footings. In addition, the existing lighting control and conduits from an adjacent basketball court shall be rerouted and supplied as needed to avoid new features. A sump and pump system will be installed to serve the drainage needs of the new skate park that includes concrete features such as below grade pools and bowls. The sump pump system will be tied to an existing drainage conveyance system. New solar lighting will be purchased and installed also as part of this project. Areas of artificial turf will be installed around specific skate features as called for by the plans. Minor grading, turf removal and replacement, as well as required adjustments to the existing irrigation system shall also be completed with a 90-day maintenance period included.
As part of the Work, the Contractor shall furnish and assume full responsibility for everything required for the orderly progress and proper execution and completion of the Work, whether temporary or permanent and whether or not incorporated into the Work including, but not limited to, drawings, materials, equipment, labor including subcontractor, transportation, construction equipment and machinery, tools, and other facilities, incidentals, and performing all operation necessary and required in conformity with the requirements in the specifications and plans. The Contractor shall perform and complete assigned work including all demolition, construction services, supervision, administrative services, coordination of all Subcontractors, tests, inspections, and other items that are necessary to and appropriate for the finishing, equipping, and functioning of the facilities and structures, together with all additional, collateral, and incidental work and services required for the completion of the provision of the Work. The City reserves the right to accept the bids and the alternate bid or reject the bids. The approved plans and specification will be uploaded to the “Active Bidder” site.
The plans and specifications are available online to download through the Active Bidder website which can also be accessed through the City of Perris website (https://www.cityofperris.org/ourcity/cityhall/bidsrfps ). All Bidders will be required to hold their original bid prices, without change, for a period of fortyfive (45) days from the date bids are opened, except to the extent relief is available pursuant to Public Contract Code, Section 5100 et. seq.

PROJECT DESCRIPTION
Development Plan Review 22-00015: Proposal to consider a Development Plan Review for the construction of a 202,500 square foot light industrial, nonrefrigerated warehouse building consisting of 5,000 square feet of office area and 197,500 square feet of warehouse area with one grade level door, 24 loading docks, and associated landscaping, parking, and street improvements, on 10.02 acres.
NOTES: The proposed project is located within Airport Overlay Zone D (Flight Corridor Buffer), of the March Air Reserve Base/Inland Port Airport (MARB/IP) Land Use Compatibility Plan. The proposed development does not conflict with the MARB/IP Land Use Compatibility Plan and is required to comply with the standard Conditions of Approval for these Airport Zones. In addition, Tribal Consultations have been conducted.
PROJECT LOCATION: The project site is located on the south side of East Nance Street, approximately 800 feet west of Redlands Avenue in the Light Industrial (LI) Zone of the Perris Valley Commerce Center Specific Plan (Assessor’s Parcel Number (APN: 302-110-002).
HAZARDOUS WASTE SITES: Pursuant to Section 15087c6 of the Guidelines for California Environmental Quality Act the City acknowledges the nonexistence of hazardous waste sites within the project area reviewed by the project’s Mitigated Negative Declaration (MND No. 2385).
PUBLIC HEARINGS: The City of Perris will hold a formal public hearing with the City Planning Commission on the above noted project (DPR 22-00015) and the Mitigated Negative Declaration (MND No. 2385).
