The CITY OF PERRIS invites online bids on Planet Bids.com, until 4:00 P.M. (PST), on June 15, 2026, for the Citrus & Redlands Connectivity Project. The scope of work consists of furnishing all labor, materials, equipment, tools, and incidentals as required by the Plans, Specifications, and Contract Documents. The general items of work include, but not limited to, removal and replacement of minor concrete items such as ADA curb ramps, sidewalk, curb and gutter, cross gutters and spandrels, fencing and gates, cold planning and overlaying of asphalt concrete, signing and striping, and the installation of Rectangular Rapid Flashing Beacons (RRFB). Clean up and leave in an operable and acceptable condition, all the work and other items not mentioned that are required by the Plans and Specifications.

The plans and specifications are available online to download through the Planet Bids website which can also be accessed through the City of Perris website: (http://www.cityofperris.org/cityhall/bids.html). All bidders must be registered with Planet Bids to download the Plans, Specifications, and other contract documents. All Bidders will be required to hold their original bid prices, without change, for a period of forty‐five (45) days from the date bids are opened, except to the extent relief is available pursuant to Public Contract Code, Section 5100 et. seq.

As part of the work the Contractor shall furnish all labor, technical and professional services, supervision, materials, and equipment, and shall perform all operations necessary and required in conformity with the
requirements in the specifications and plans.

The last day to submit technical inquiries shall be June 10, 2026, by 4:00 P.M. (PST). All inquiries shall be submitted through Planet Bids. It is the CITY’s intent that all firms obtain the full content of this Request for Proposals (RFP) and all Addenda via the CITY’s website located at https://www.CITYofperris.org/ourCITY/CITY- hall/bidsrfps. Please note that the CITY will not be responsible for mailing any addenda. All addenda will be published on the CITY’s website. Consultants are encouraged to check the website regularly since each consultant will be responsible for downloading the RFP and all addendums.
No contact of any kind regarding this RFP shall be made with any of the CITY’s Council members, City executive team or the CITY’s staff, including the CITY’s consultants or members of the Project Delivery Team. Consultant selection shall be made on merit (serving City’s best interest) alone within the process described in this RFP.

All questions and comments to the RFP, and the agreement and its attachments, must be submitted through the CITY’s PlanetBids Vendor Portal website and must be received by the CITY by May 22, 2026, by 4:00 P.M.

Proposals are due no later than 4:00 P.M. on June 10, 2026. Consultants must deliver one original, two (2) copies, and one electronic copy in PDF format on a Flash drive of Consultant’s Proposal and sealed Fee Proposal to the CITY Engineering Department Office located at 24 South D Street, Suite 100, Perris, CA 92570 to the attention of Mr. John Pourkazemi, CITY Engineer. Postmarks will not be accepted. Proposals and amendments to the proposals received after the date and time specified above will be returned to the sender unopened.

The CITY anticipates that the top rated/most qualified firms will be invited to interview as part of the selection process. Interviews are tentatively scheduled for June 29, 2026. Failure to appear at the interview will cause the firm to be eliminated from further evaluation. The CITY reserves the right to postpone the interview date or cancel an interview at its sole and absolute discretion. Firms shall be notified in advance of any such postponement or cancellation.

CITY does not discriminate on the basis of race, color, national origin, age, sex, or disability in the selection and retention of consultants. Selected Consultant will not participate directly or indirectly in any discrimination prohibited by statute, regulations, including employment practices when the contract covers any activity, project, or program set forth in Appendix B of 49 CFR Part 21.
