Paragon Skate Park Renovations
SECTION 1 – NOTICE OF BIDS
The CITY OF PERRIS invites online bids on the city website, (Active Bidder) until 1 PM on November 02, 2023, for the Paragon Skate Park Improvements CIP # P-048. The city is requesting proposals from qualified contractors to submit formal bid proposals. The work generally consists of furnishings, all tools, equipment, apparatus, facilities, labor, and material necessary to perform and complete all work in a good and workmanlike manner.
This project is a federally assisted project and DavisBacon (DBRA) requirements will be strictly enforced. Federal Labor Standards provisions HUD-4010 will be incorporated into the successful bidder’s contract.
The project consists of the removal of an existing modular skate park ramps and replacement with a new custom built skate park at an existing within the City of Perris. The existing Paragon Skate Park is a modular ramp on grade system set up on previous tennis courts. This will require the demolition and removal of all existing items and hardscape including, concrete, rebar, and or reinforcements, lights, and footings. In addition, the existing lighting controls and conduits from an adjacent basketball court shall be rerouted and supplied as needed to avoid new features. A sump and pump system will be installed to serve the drainage needs of the new skate park that includes concrete features such as below grade pools and bowls. The sump pump system will be tied to an existing drainage conveyance system. New solar lighting will be purchased and installed also as part of this project. Areas of artificial turf will be installed around specific skate features as called for by the plans. Minor grading, turf removal and replacement, as well as required adjustments to the existing irrigation system shall also be completed within 90-day maintenance period included.
As part of the Work, the Contractor shall furnish and assume full responsibility for everything required for the orderly progress and proper execution and completion of the Work, whether temporary or permanent and whether or not incorporated into the Work including, but not limited to, drawings, materials, equipment, labor including subcontractor, transportation, construction equipment and machinery, tools, and other facilities, incidentals, and performing all operation necessary and required in conformity with the requirements in the specifications and plans. The Contractor shall perform and complete assigned work including all demolition, construction services, supervision, administrative services, coordination of all Subcontractors, tests, inspections, and other items that are necessary to and appropriate for the finishing, equipping, and functioning of the facilities and structures, together with all additional, collateral, and incidental work and services required for the completion of the provision of the Work. The City reserves the right to accept the bids and the alternate bid or reject the bids. The approved plans and specifications will be uploaded to the “Active Bidder” site.
The plans and specifications are available online to download through the Active Bidder website which can also be accessed through the City of Perris website (https://www.citvofperris.orq/ourcity/cityhall/bidsrfps ). All Bidders will be required to hold their original bid prices, without change, for a period of fortyfive (45) days from the date bids are opened, except to the extent relief is available pursuant to Public Contract Code, Section 5100 et. seq.
To be considered in the selection process, interested parties shall submit their Proposals online up to the hour of 1 PM. on Monday. November 02.2023. Late proposals will not be accepted,
The last day to submit technical inquiries shall be Wednesday, October 19, 2023, by 1•.00 P.M. (PST). All inquiries shall be submitted through Active Bidder. The successful bidder will have one hundred and thirtyfive (135) calendar days from the mandatory start of construction date (Monday, December 11, 2023) to fully complete all Work. The CITY OF PERRIS invites online bids on the City website, until 2:00 p.m. on November 13, 2023, for the City of Perris’ Bicycle / Pedestrian Path Perris Valley Storm Drain Channel – Phase II Segment I Project, in the City of Perris, consisting of furnishing all labor, technical and professional services, supervision, materials and equipment, and performing all operations necessary and required in conformity with the requirements in the specifications and plans. No hard copy of the bid package will be accepted.

The successful bidder shall begin and complete all work within 120 working days of the Notice to Proceed. The award, if made, may be made to the lowest responsible bidder whose Bid is determined responsive to the Bid Documents.
Bidders are advised that this Contract is a public work for purposes of the California Labor Code, which requires payment of prevailing wages. The owner has obtained from the Director of the Department of Industrial Relations the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work. WHEREAS, the provisions of Article II of Chapter 2 of the Act authorize the City Council to order the annexation of territory to the District; and
WHEREAS, on the 26th day of September, 2023, the City Council of the City of Perris, County of Riverside, California (“the City Council”) adopted its Resolution Number 6244 directing the Engineer of Work to prepare and file with the City Clerk of said City a report in writing as required by the Act; and
WHEREAS, said Engineer of Work has prepared and filed with the City Clerk of said City a report (the “Engineer’s Report”) in writing as called for in said resolution and under and pursuant to said act, which report has been presented to this City Council for consideration; and
WHEREAS, said City Council has duly considered the Engineer’s Report and each and every part thereof, and has found that each and every part of the Engineer’s Report is sufficient, and that no portion of the report requires or should be modified in any respect; and
WHEREAS, the City now desires to declare its intention to annex certain property into the District, pursuant to the Act and, more specifically, Section 22587 thereof, and to take certain other actions as required by the Act;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Perris, California, as follows:
Section 1. Recitals. The Recitals set forth above are true and correct and are incorporated herein by this reference.
Section 2. Description of Work: That the public interest and convenience requires, and it is the intention of the City Council of the City of Perris to annex Tracts 31659, 32041-1, and 33338 to the District, and to order the following work be done, to wit:
- Installation, construction, maintenance, and servicing of streetlight and traffic signal facilities as authorized by Section 22525 of the Streets and Highways Code, State of California.
- Any and all work and materials appurtenant thereto or which are necessary or convenient for the maintenance and servicing thereof.
Section 3. Location of Work: The improvements to be maintained and serviced consist of the streetlights and traffic signals within said annexation.
Section 4. Description of Assessment District: That the contemplated work, in the opinion of said City Council, is of more local than ordinary public benefit, and this City Council hereby makes the expense of said work chargeable upon a District, which said District is assessed to pay the costs and expenses thereof, and which District is described as follows:
All that certain territory of the City of Perris included within the exterior boundary lines shown upon that certain “Diagram of Annexation of Tracts 31659, 32041-1, and 33338 to Maintenance District Number 84-1” heretofore approved by the City Council of said City by Resolution Number 6244, indicating by said boundary line the extent of the territory included within the proposed assessment district and which map is on file in the office of the City Clerk of said City.
Reference is hereby made to said map for a further, full, and more particular description of said assessment district, and the said map so on file shall govern for all details as to the extent of said assessment district.
Section 5. Report of Engineer: The City Council of said City by Resolution Number 6245 has preliminarily approved the report of the Engineer of Work which report indicated the amount of the proposed assessment, the district boundaries, assessment zones, detailed description of improvements, and the method of assessment. The report titled “Engineer’s Report for Annexation of Tracts 31659, 32041-1, and 33338, to Maintenance District Number 84-1”, is on file in the office of the City Clerk of said City. Reference to said report is hereby made for all particulars for the amount and extent of the assessments and for the extent of the work.
Section 6. Collection of Assessments: The assessment shall be collected at the same time and in the same manner as taxes for the County of Riverside are collected. The Engineer of Work shall file a report annually with the City Council of said City and said City Council will annually conduct a hearing upon said report at their regular meeting before August 10th, at which time assessments for the next Fiscal Year will be determined. That the annual assessment reflecting the reasonable cost of providing for the maintenance, servicing and operation of the streetlights and traffic signals and appurtenant facilities is $47.28 per Benefit Unit (single family home). Each year the current maximum annual assessment shall be increased by an amount equal to the Consumer Price Index (“CPI”) from January to January for the RiversideSan BernardinoOntario Area for Urban Consumers, as developed by U.S. Bureau of Labor Statistics. If a deficit is projected for the upcoming fiscal year, the assessment can be further increased by an amount equal to the Southern California Edison rate increase projected for the upcoming fiscal year.
Section 7. Time and Place of Public Hearing: Notice is hereby given that on November 14, 2023, at 6:30 p.m., in the City Council Chambers of the City Council of the City of Perris, California, 101 North “D” Street, in the City of Perris, State of California, is hereby fixed as the time and place for a hearing by this City Council on the question of the levying and collection of the proposed assessments. That any and all persons having any objections to the work or the extent of the annexation to the assessment district may appear and show cause why said work should not be done or carried out or why said annexation to the district should not be confirmed in accordance with this Resolution of Intention. City Council will consider all oral and written protests.
Section 8. Landscaping and Lighting Act of 1972: All the work herein proposed shall be done and carried through in pursuance of an act of the legislature of the State of California designated the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and Highways Code of the State of California.
Section 9. Publication of Resolution of Intention: The City Clerk shall cause this Resolution of Intention to be published one time as required by Section 22552 of the California Streets and Highways Code, occurring no later than 10 days prior to the public hearing at which the City Council will consider levying the proposed special assessments. The published notice will encompass oneeighth of a newspaper page. The Perris City News is hereby designated as the newspaper in which the City Clerk shall publish this Resolution of Intention. Upon completion of giving notice, the City Clerk is further directed to file in her office a proof of publication setting forth compliance with the requirements for publishing.
Section 10. Mailing of Notice: The City Clerk shall also give notice by a firstclass mailing to all owners of property subject to any new or increased assessments. The notice shall be mailed no later than 45 days prior to the public hearing at which the City Council will consider levying the new or increased assessments and shall be at least in 10-point type. The form of said notice shall conform in all respects with the requirements of subdivision (b) of Section 53753 of the Government Code and pursuant to subdivision (c) of that section, each notice shall contain an assessment ballot whereon the property owner may indicate support or opposition to the proposed assessment.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PERRIS, COUNTY OF RIVERSIDE, STATE OF CALIFORNIA, DECLARING INTENTION TO ORDER THE ANNEXATION TO BENEFIT ZONES 173, 174, AND 175, CITY OF PERRIS LANDSCAPE MAINTENANCE DISTRICT NUMBER 1, DECLARING THE WORK TO BE OF MORE LOCAL THAN ORDINARY PUBLIC BENEFIT; SPECIFYING THE EXTERIOR BOUNDARIES OF THE AREA TO BE ANNEXED TO BENEFIT ZONES 173, 174, AND 175, LANDSCAPE MAINTENANCE DISTRICT NUMBER 1 AND TO BE ASSESSED THE COST AND EXPENSE THEREOF; DESIGNATING SAID ANNEXATION AS ANNEXATION OF TRACTS 31659, 32041-1, AND 33338 TO BENEFIT ZONES 173, 174, AND 175, LANDSCAPE MAINTENANCE DISTRICT NUMBER 1; DETERMINING THAT THESE PROCEEDINGS SHALL BE TAKEN PURSUANT TO THE LANDSCAPING AND LIGHTING ACT OF 1972; AND OFFERING A TIME AND PLACE FOR HEARING OBJECTIONS THERETO ON NOVEMBER 14, 2023
WHEREAS, the City Council of the City of Perris (the “City”) has previously formed special maintenance districts pursuant to the terms of the “Landscaping and Lighting Act of 1972” (the “Act”), being Division 15, Part 2 of the Streets and Highways Code of the State of California, including the special maintenance district known and designated as LANDSCAPE MAINTENANCE DISTRICT NO. 1 (the “District”), and created BENEFIT ZONES 173, 174, AND 175 therein (hereinafter referred to as the “Benefit Zones 173, 174, and 175”); and
WHEREAS, the provisions of Article II of Chapter 2 of the Act authorize the City Council to order the annexation of territory to the District; and
WHEREAS, on the September 26, 2023, the City Council of the City of Perris, County of Riverside, California (“the City Council”) adopted its Resolution Number 6247 directing the Engineer of Work to prepare and file with the City Clerk of said City a report in writing as required by the Act; and
WHEREAS, said Engineer of Work has prepared and filed with the City Clerk of said City a report (the “Engineer’s Report”) in writing as called for in said resolution and under and pursuant to said act, which report has been presented to this City Council for consideration; and
WHEREAS, said City Council has duly considered the Engineer’s Report and each and every part thereof, and has found that each and every part of the Engineer’s Report is sufficient, and that no portion of the report requires or should be modified in any respect; and
WHEREAS, the City now desires to declare its intention to annex certain property into Benefit Zones 173, 174, and 175 of the District, pursuant to the Act and, more specifically, Section 22587 thereof, and to take certain other actions as required by the Act;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Perris, California, as follows:
Section 1. Recitals. The Recitals set forth above are true and correct, and are incorporated herein by this reference.
Section 2. Description of Work: That the public interest and convenience requires, and it is the intention of the City Council of the City of Perris to annex Tracts 31659, 32041-1, and 33338 to Benefit Zones 173, 174, and 175 of the District, and to order the following work be done, to wit:
- Installation, construction, maintenance, and servicing of landscaping as authorized by Section 22525 of the Streets and Highways Code, State of California.
- Any and all work and materials appurtenant thereto or which are necessary or convenient for the maintenance and servicing thereof.
Section 3. Location of Work: The improvements to be maintained and serviced include the irrigation system, landscaping, and appurtenances benefiting Tracts 31659, 32041-1, and 33338. The landscaping, irrigation, and appurtenances to be maintained are described in part 1 of the Engineer’s Report.
Section 4. Description of Assessment District: That the contemplated work, in the opinion of said City Council, is of more local than ordinary public benefit, and this City Council hereby makes the expense of said work chargeable upon a District, which said District is assessed to pay the costs and expenses thereof, and which District is described as follows:
All that certain territory of the City of Perris included within the exterior boundary lines shown upon that certain “Diagram of Annexation of Tracts 31659, 32041-1, and 33338 to Benefit Zones 173, 174, and 175, Landscape Maintenance District Number 1” heretofore approved by the City Council of said City by Resolution Number 6247, indicating by said boundary line the extent of the territory included within the proposed assessment district and which map is on file in the office of the City Clerk of said City.
Reference is hereby made to said map for a further, full, and more particular description of said assessment district, and the said map so on file shall govern for all details as to the extent of said assessment district.
Section 5. Report of Engineer: The City Council of said City by Resolution Number 6248 has preliminarily approved the report of the Engineer of Work which report indicated the amount of the proposed assessment, the district boundaries, assessment zones, detailed description of improvements, and the method of assessment. The report titled “Engineer’s Report for Annexation of Tracts 31659, 32041-1, and 33338 to Benefit Zones 173, 174, and 175, Landscape Maintenance District Number 1”, is on file in the office of the City Clerk of said City. Reference to said report is hereby made for all particulars for the amount and extent of the assessments and for the extent of the work.
Section 6. Collection of Assessments: The assessment shall be collected at the same time and in the same manner as taxes for the County of Riverside are collected. The Engineer of Work shall file a report annually with the City Council of said City and said City Council will annually conduct a hearing upon said report at their regular meeting before August 10th, at which time assessments for the next Fiscal Year will be determined. That the annual assessment reflecting the reasonable cost of providing for the maintenance, servicing and operation of the public landscaping and appurtenant facilities is equal to $1,042.91 per Benefit Unit for Benefit Zone 173, $1,178.19 per Benefit Unit for Benefit Zone 174, and $1,082.71 per Benefit Unit for Benefit Zone 175. Each year the current maximum annual assessment shall be increased by an amount equal to the greater of the Consumer Price Index (“CPI”) from January to January for the RiversideSan BernardinoOntario Area for Urban Consumers, as developed by U.S. Bureau of Labor Statistics or three percent (3%). If a deficit is projected for the upcoming fiscal year, the assessment can be further increased by an amount equal to the Southern California Edison and the Eastern Municipal Water District rate percent increase(s) projected for the upcoming fiscal year.
Section 7. Time and Place of Public Hearing: Notice is hereby given that on November 14, 2023, at 6:30 p.m., in the City Council Chambers of the City Council of the City of Perris, California, 101 North “D” Street, in the City of Perris, State of California, is hereby fixed as the time and place for a hearing by this City Council on the question of the levying and collection of the proposed assessments. That any and all persons having any objections to the work or the extent of the annexation to the assessment district may appear and show cause why said work should not be done or carried out or why said annexation to the district should not be confirmed in accordance with this Resolution of Intention. City Council will consider all oral and written protests.
Section 8. Landscaping and Lighting Act of 1972: All the work herein proposed shall be done and carried through in pursuance of an act of the legislature of the State of California designated the Landscaping and Lighting Act of 1972, being Division 15 of the Streets and Highways Code of the State of California.
Section 9. Publication of Resolution of Intention: The City Clerk shall cause this Resolution of Intention to be published one time as required by 22552 of the California Streets and Highways Code, with the publication occurring no later than 10 days prior to the public hearing at which the City Council will consider levying the proposed special assessments. The published notice will encompass oneeighth of a newspaper page. The Perris City News is hereby designated as the newspaper in which the City Clerk shall publish this Resolution of Intention. Upon completion of giving notice, the City Clerk is further directed to file in her office a proof of publication setting forth compliance with the requirements for publishing.
Section 10. Mailing of Notice: The City Clerk shall also give notice by a firstclass mailing to all owners of property subject to any new or increased assessments. The notice shall be mailed no later than 45 days prior to the public hearing at which the City Council will consider levying the new or increased assessments and shall be at least in 10-point type. The form of said notice shall conform in all respects with the requirements of subdivision (b) of Section 54953 of the Government Code and pursuant to subdivision (c) of that section, each notice shall contain an assessment ballot whereon the property owner may indicate support or opposition to the proposed assessment.
Section 11. Designation of Contact Person: That this City Council does hereby designate, John Pourkazemi, City Engineer of the City of Perris, (951) 943-6504 as the person to answer inquiries regarding the District and the proposed annexation thereto.
Section 12. Certification: The City Clerk shall certify to the adoption of this Resolution.

Notice Of Preparation of a Draft Environmental Impact Report (DEIR): The City of Perris (City)
will be the Lead Agency pursuant to the California Environmental Quality Act (CEQA) and will be responsible for the preparation of a Draft EIR for the proposed Perris DC 11 Project (Project). The City has prepared an Initial Study and determined that an EIR is required for the Project based on its potential to cause significant environmental effects (State CEQA Guidelines Sections 15060 and 15081). The City is requesting input from you or your agency or organization as to the scope and content of the environmental information that is relevant to your agency or organization’s statutory responsibilities or interests in connection with the proposed Project.
This Notice of Preparation (NOP) identifies the Project applicant, contains a description of the proposed Project including Project setting and location, and identifies the potential environmental effects of the proposed Project. A vicinity map is included in this NOP.
Due to time limits mandated by State law, your response must be received at the earliest possible date, but not later than 30 days after receipt of this NOP. The public comment period for this NOP begins on October 2, 2023, and is set to close at 5:00 p.m. on November 1, 2023.

Project Information
I. Project Location and Setting
The 29.79-acre Project site is situated in the northern area of the City of Perris at the intersection of Ramona Expressway and Webster Avenue; refer to Figure 1, Aerial View. Regional access to the Project site is provided from the Interstate I-215 Freeway. Local access is provided from Ramona Expressway, Webster Avenue, and Brennan Avenue. The City’s General Plan designates the Project site as Perris Valley Commerce Center Specific Plan (PVCCSP). The PVCCSP establishes the zoning for the properties within the PVCCSP planning area. The PVCCSP zoning designation for the site is Light Industrial (LI).
II. Project Description
The Project consists of a new highcube warehouse consisting of a 551,922-squarefoot industrial warehouse building, inclusive of 531,922 square feet of warehouse space and 20,000 square feet of office space, with drainage, infrastructure, and associated roadway improvements on approximately 29.79 acres. The overall Site Plan for the Project is shown in Figure 2, Conceptual Site Plan. The Project Applicant is requesting discretionary Project approvals as described below.

Tentative Parcel Map No. 22-05363
The Project applicant requests approval of a Tentative Parcel Map for the entire property to combine the existing 13 parcels into a single parcel for development. The Tentative Parcel Map would meet the subdivision standards provided in Section 18.16.010 of the City of Perris Municipal Code. A Tentative Parcel Map would require public hearings before the Planning Commission and City Council. Development Plan Review (DPR) No. 22-00035 for Proposed Warehouse Building. The Project applicant is requesting a DPR for the proposed construction and operation of a warehouse industrial building, described below and shown on the conceptual site plan.
Warehouse Building
The proposed warehouse building would result in an approximately 0.43 floor area ratio. The building would total 551,922 square feet with 531,920 square feet of warehouse area, 15,000 square feet of ground floor office area, and 5,000 square feet of mezzanine office area. No more than 25 percent, or 136,730 square feet, of the building would be operated as refrigerated storage. At the parapet, the warehouse building would have a maximum height of 52 feet, but the majority of the building would have a maximum height of 49 feet. The warehouse building would be designed consistent with the City of Perris’ recently adopted “Good Neighbor Guidelines for Siting Warehouse/Distribution Facilities” and would incorporate site improvements, and best management practices to minimize environmental concerns. The Project is anticipated to operate as a highcube fulfillment warehouse building. The Project would include construction of an onsite outdoor employee amenity area which would total 1,250 square feet and an employee lunch patio. In addition, the Project would provide an indoor halfcourt basketball court and interior break area.
Access, Circulation and Parking
Access to the Project site would be provided from one 26-footwide driveway along Webster Avenue, one 30-footwide driveway along Ramona Expressway, and two 50-footwide driveways along Brennan Avenue. Inbound and outbound truck access would be provided through the driveways along Brennan Avenue. Additionally, there would be a designated 26-footwide emergency vehicle access driveway along Ramona Expressway. Internal circulation would be provided by 26-foot to 75-footwide drive aisles. The Project would include 219 auto parking stalls and 264 trailer parking stalls along the northern, eastern, and southern borders of the warehouse. Of the total number of auto parking stalls, 8 stalls would be dedicated for handicap accessible parking. Additionally, there would be 69 dock doors located along the eastern side of the warehouse.
Truck Routes
Trucks accessing the Project site would utilize City/PVCCSP designated truck routes. Regional trucks
traveling to the warehouse building would be along the I-215 Freeway. Local truck routes to the warehouse building would utilize Harley Knox Boulevard, Morgan Street, Placentia Avenue, or Indian Avenue to access Brennan Avenue.
Offsite Improvements
The Project would include a 13-footwide Class 1 MultiUse Path along Ramona Expressway. In addition, Ramona Expressway would be widened by 12 feet. A 6-footwide sidewalk and 4- to 5-footwide bikeway would be constructed along Webster Avenue. In addition, the existing right of way dedication on Webster Avenue would be widened by 3 feet. The Project Applicant would also install new streetlights and refresh striping on the streets. The existing traffic signal at the intersection of Ramona Expressway and Webster Avenue would be relocated with the new curb alignment. Regarding drainage improvements, the existing trapezoidal channel along Ramona Expressway would be removed and replaced with a 30-inch underground reinforced concrete pipe, approximately 472-feet in length. In addition, a proposed 8-inch reclaimed water line would be installed for 1,443 linear feet within Webster Avenue.
Architecture Landscape/Lighting
The proposed warehouse building would be finished in shades of white and grey with green accents, as shown in Figure 3, Building Elevations. Aluminum sunshades would be installed on select windows on the west and north elevations. A total of 13% of the Project site would be provided with landscaping, 1% above the PVCCSP Zoning requirement; refer to Figure 4, Conceptual Landscape Plan. Landscaping would be provided along the perimeter of the property. The building site would include a combination of trees, shrubs, and groundcover. The size of the trees would range from 15-gallon trees up to 36-inch box trees. The plant palette would focus on drought tolerant California friendly plants and would be designed and installed in accordance with City of Perris Landscape Design Guidelines. Onsite lighting would be provided as required for security in accordance with Section 19.02.110 of the Municipal Code.
Utilities
The warehouse building will include the installation of water, sewer, electric, and telecommunication infrastructure. The onsite utility infrastructure would connect to existing utilities in the vicinity of the Project site or new utilities that would be installed within the public rightofway adjacent to the project site. The onsite drainage for the project would be required to comply with Chapter 14.22 of the City of Perris Municipal Code Stormwater and Urban Runoff Pollution Management Control Ordinance. The Project would be considered a priority project and would be required to manage and treat stormwater runoff and flood flows. Onsite stormwater would be captured in underground storage chambers and then conveyed through a bioscope filtering system, treated, and discharged into the public system. Additionally, two bioretention basins with underground drains would be constructed within the site. Runoff would be treated within the bioretention basins before being discharged.
Project Construction
Construction of the warehouse building is anticipated to begin March 2025. Construction is anticipated to occur over approximately 12 months.
III. Required Entitlements / Approvals
Pursuant to the provisions of CEQA and the State CEQA Guidelines, the City of Perris, as the Lead Agency, is charged with the responsibility of deciding whether to approve the Project. The following approvals and permits are required from the City of Perris to implement the Project:
• Certification of the EIR
• Tentative Parcel Map to combine the existing 13 parcels into a single parcel for development Purposes.
• Development Plan Review to allow development of 551,922-squarefoot warehouse building.
In addition, Project development will require a number of ministerial approvals, including the following:
• Issuance of grading permits
• Issuance of encroachment permits
• Issuance of building permits
• Issuance of landscape permits
• Issuance of fire permits
Approvals and permits which may be required by other agencies include:
• Santa Ana Regional Water Quality Control Board. A National Pollutant Discharge Elimination System Permit (NPDES) to ensure that construction site drainage velocities are equal to or less than the preconstruction conditions and downstream water quality is not worsened.
• Riverside County Flood Control & Water Conservation District. Approval of storm drain plans for
public storm drains.
• Eastern Municipal Water District. Approval of Water Supply Assessment and the Project’s water
and sewer improvement plans.
• South Coast Air Quality Management District. Permits to construct and/or permits to operate new stationary sources of construction equipment that may emit air contaminants.
• Other Utility Agencies. Permits and associated approvals, as necessary for the installation of new utility infrastructure or connections to existing infrastructure to serve the proposed Project.
IV. Probable Environmental Effects of the Project
The Draft EIR for the Project will contain a detailed Project Description, a description of the existing environmental setting of the Project site and surrounding area, analysis of Projectspecific environmental impacts, analysis of cumulative impacts, identification of additional project- specific mitigation measures required to reduce potentially significant impacts, and an analysis of alternatives to the Project that could reduce one or more of the potentially significant impacts of the Project.
The City has prepared an Initial Study and determined that an EIR is required for the project based on its potential to cause significant environmental effects. The Initial Study found that the following environmental topics would result in less than significant environmental impacts and therefore will not be further analyzed in the Draft EIR:

III. Future Public Meetings
As identified previously, the City of Perris will conduct a Draft EIR scoping meeting on October 18, 2023, at 6:00 p.m. at Perris City Council Chambers located at 101 N. D Street, Perris CA 92570. At the meeting, the City will provide background information on environmental impact reports, provide a brief overview of the Project and will solicit public input on environmental issues to be addressed in the Draft EIR and on items of public concern. Issues identified during the scoping meeting will be addressed in the Draft EIR (as appropriate).
