NOTICE OF FUNDING AVAILABILITY & APPLICANT WORKSHOP FOR FISCAL YEAR 2025-2026 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
Notice is hereby given that the City of Perris Housing Authority will make funding applications available effective January 13, 2025. Applications will be accepted on a competitive basis from nonprofits, City Departments, and other qualified organizations for eligible public service and nonpublic service programs and projects. Please note that it is the intent of the City of Perris to give priority to CityManaged programs and projects for funding.
GENERAL INFORMATION:
The City of Perris is expected to receive an annual allocation of Community Development Block Grant (CDBG) Funds from the U.S. Department of Housing and Urban Development of approximately $886,118 for Fiscal Year 2025-2026. The estimated amount available for Public Service Programs/Projects is $132,917. The estimated amount available for NonPublic Service Programs/Projects is $575,978. Proposed CDBG Programs/Projects must meet one of three of the National Objectives (e.g., Benefit LowMod Income Persons; Aid in the elimination of slums of blight; Meet an Urgent Need). In addition, proposed Programs/Projects must be an eligible CDBG activity (see below) as defined by federal regulations and be consistent with the objectives and strategies outlined in the City’s adopted FiveYear Consolidated Plan.
ELIGIBLE CDBG ACTIVITIES:
Employment Services (i.e., job training/placement); Child Care; Crime Prevention; Fair Housing Counseling; Health Services (i.e., substance abuse services); Services for Seniors; Educational Services; Recreational Services; Acquisition, Installation, Construction and Rehabilitation of Infrastructure (i.e., streets, sidewalks, water, sewer, etc.), and Neighborhood Facilities; Broadband Infrastructure, Facilities for Special Needs Populations; Clearing and Demolition; Housing Programs (i.e., homeownership assistance, rehabilitation and preservation, etc.); and Special Economic Development Activities.
INELIGIBLE CDBG ACTIVITIES:
Buildings for the general conduct of government; General Government Expenses (i.e., maintenance, repair, operating costs, etc.); Political and Religious Activities; and Subsistence Payments.
APPLICANT WORKSHOP:
City staff will be conducting a virtual application workshop covering CDBG Program requirements for potential applicants on Thursday, January 16, 2025, at 2:00 p.m. Zoom Meeting ID 896 1251 3047. The workshop will be recorded and made available for viewing on the CDBG page of the City’s website www.cityofperris.org.
AGENCIES WISHING TO APPLY FOR CDBG FUNDS ARE HIGHLY ENCOURAGED TO ATTEND THE VIRTUAL WORKSHOP OR VIEW THE RECORDING.
ELIGIBLE APPLICANTS:
The City of Perris will only accept CDBG applications from organizations or entities serving incorporated Perris lowtomoderate income residents. This includes NonProfit organizations, Faith Based organizations, City of Perris Departments, Governmental agencies and Tribal entities. Individuals cannot apply.
APPLICATION DEADLINE:
The City requires one (1) hard copy, signed paper application with required documentation. To apply, visit the CDBG page of the City of Perris website at www.cityofperris.org. Applications must be submitted no later than 5:00 pm on Friday, February 7, 2025.

NOTICE OF INTENT TO ADOPT MITIGATED NEGATIVE DECLARATION (2402)
FOR THE CITY OF PERRIS, CALIFORNIA
PROJECT DESCRIPTION:
Conditional Use Permit 22-05292 –A proposal to construct and operate an eightisland passenger car fueling station with a 4,205-squarefoot canopy, a 1,673-squarefoot drivethru carwash, and a 7,250-squarefoot convenience store with a drivethru for pickup of prepackaged food. Along with required landscaping, parking, and improvements on a 2.54-acre site.
NOTES: It should be noted that the Airport Land Use Commission (ALUC) has deemed this project to be consistent with the Riverside County Airport Land Use Plan. In addition, Tribal Consultations have been conducted.
PROJECT LOCATION:
The Project Site is approximately 2.54 acres and is located along the northeast corner of Trumble Road and Ethanac Road (APN’s 329-240-021 and 329-240-022) in the Community Commercial (CC) Zone.
HAZARDOUS WASTE SITES: Pursuant to Section 15087c6 of the Guidelines for California Environmental Quality Act, the City acknowledges the presence of or the nonexistence of hazardous waste sites within the project area reviewed by this Mitigated Negative Declaration (2402).
PUBLIC HEARINGS: The City of Perris will hold a formal public hearing with the City Planning Commission on the abovenoted project and the Mitigated Negative Declaration (2402). The specific public hearing date will be noticed 10 days prior to the hearing, in accordance with the Perris Municipal Code.
PUBLIC REVIEW AND WRITTEN COMMENTS: The Initial Study/Mitigated Negative Declaration is being circulated for a 30-day review period, which will commence on December 13, 2024, and close on January 13, 2025. Due to the time limits mandated by State Law, your comments must be received at the earliest date but by January 13, 2025. Please send your comments to the project planner:
